Financial feasibility and impact of transport infrastructure investment
Case: Aurora Botnia, world’s most environmentally friendly RoPax ferry
PBI played a crucial role in developing the ferry investment, aimed at enhancing the transport system for goods and passengers over the Kvarken strait between Sweden and Finland. In the prefeasibility and feasibility phases, PBI provided innovative governance and business models, detailed financial analysis and assessed the national impact of constructing a ferry in Finland. This helped in shaping a robust business case, focusing on the project’s financing aspects and its potential economic impact, both regionally and nationally. PBI work was instrumental in ensuring a well-rounded financial strategy for the ferry investment.
The Aurora Botnia ferry entered operations in August 2021.


Evaluation of business proposals
Case: Nordic Connector, a fixed link connection between Sweden and Finland
The Nordic Connector is an interconnecting link for the vibrant regions in the northern Nordics. It is an initiative for a fixed connection across the Kvarken strait. The megaproject, an investment of several billion EUR, has gained increasing interest due to the current geopolitical situation. Furthermore, the connection is expected to have a long list of positive effects on society and the economy.
PBI assessed the feasibility of initial business proposals from three international investors and contractors, involving a market dialogue with major infrastructure contractors, financing institutions, transport infrastructure agencies as well as offshore wind developers. PBI’s work resulted in recommendations for political decision making on how to pursue the Nordic Connect megaproject.
A feasibility evaluation of the Nordic Connector is included in Finland’s Government Programme 2022-2026.
